There are more than 40 million Black Americans, accounting for approximately 13% of the national population according to 2010 U.S. Census data. Black Americans are disproportionately disenfranchised and disconnected politically due to systemic discrimination; as a result, Black Americans are unable to fully participate in society and realize the constitutional rights afforded to all Americans.
